The Pennsylvania Department of Human Services (DHS) has issued an urgent warning to Supplemental Nutrition Assistance Program (SNAP) recipients to protect their Electronic Benefits Transfer (EBT) cards from theft devices. These devices, known as skimmers, steal card information by reading the magnetic stripe at point-of-sale (POS) terminals and ATMs, creating cloned cards.

Philadelphia and southeastern Pennsylvania have seen a significant increase in SNAP benefit theft due to these skimming devices. DHS has reported these incidents to the U.S. Department of Agriculture’s Food and Nutrition Service, which oversees the SNAP program nationally.

- Keypad check: Make sure the keypad is not tampered with and cover the keypad while entering your PIN.
- Safe locations: Use ATMs in well-lit, indoor locations.
- Caution in tourist areas: These locations are common for skimming devices.
- Preference for chip technology: Use chip cards whenever possible, as they are less vulnerable.
- Use credit over debit: Avoid using debit cards and prefer credit cards.
- Communication with the bank: If an ATM does not return your card, contact your bank immediately.

If you suspect your EBT card has been compromised, report the possible fraud to your local County Assistance Office (CAO) and request a replacement card by calling Conduent, the DHS EBT contractor, at 888-328-7366.
